Home Information Pack (HIP) Procedure Sheet For Estate Agents
- HIPs went live on 1st August 2007 for four+ bed properties.
- From the 1st August, four or more bed room properties can only be marketed without a HIP in place if requests for all legally "required" documents have been delivered before the property is put on the market. A request for a "required" document must be addressed to the correct person and must contain payment or an undertaking for payment for the document. In addition, if it is reasonable to assume that any "required" documents can be obtained before a property can be marketed all reasonable efforts must be made to obtain those documents first.
- From 10 September 2007 the HIPS regulations were extended to three bed room properties.
- Subsequently, from 14th December 2007, the HIPs regulations were extended to one and two bedroom properties.
- Until further notice, homeowners can market their property after commissioning a pack, not once they have received it.
The Process
- Estate Agent approached by Client intending to market property for sale.
- The Estate Agent contacts Clarke & Son LLP with necessary information as set out on our Contact sheet which can be faxed or e-mailed.

We will arrange for the Client to attend our office to deal with:-
Finance for HIP - either by payment or take up of deferred payment scheme offered by selected HIP provider
- Clarke & Son LLP will immediately order the HIP through a selected HIP provider. For registered freehold properties up to 7 bedrooms this will cost £299+VAT (or £335+VAT deferred credit) and £329+VAT for leasehold and unregistered properties (or £369+VAT to defer). If the deferred payment option is selected an additional fee of £3.50 is payable.
- The Property can then be marketed.
- The HIP provider will contact the Estate Agent in order to arrange for inspection of the sale property by an Energy Assessor.
- Clarke & Son LLP receive the compliant HIP in PDF format and arrange for this to be e-mailed to the Estate Agent.
- Marketing continues.
- The PDF version of the pack will be updated as further documentation is received.
- The HIP is owned by the Client.
